The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Can you post your directory? Also, do you have CheepCallouts installed?

Cheep callouts is most likely causing your issue. It was causing my lspdfr to crash. Go into the cheepcallouts ini and then open the notepad and find where it says "check for updates" or something along those lines. Change that from true to false, then save it. Should be good after that.
