Anybody have advice on how to fix this issue where when I activate the siren I also get this pop up message from stop the ped. Minor bug but very annoying, thanks. 

Edit the [ CONTROL ] section of your ELS.ini file.

Here's a chart which translates the modification's key IDs to your actual keys:

 

 

This can also be found within the ELS User Guide.

 

EDIT: This can also be fixed by binding the Horn key to something else in GTA 5 controls.

that did the trick! Thank you so much. I moved it to Q. Easier for my hands on my keyboard
