The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Yep. That is the one.

According to what I see here, it looks like the issue is cheep callouts.\

To fix this error:

1. Go to your plugins folder.

2. Find the config settings file named: "Cheep Callouts".

3. Open it with notepad++ and find the line titled: "checkfornewversion".

4. Switch it to false.
