gta opens and the plug in is still booting up and it says, Could not hook game process. Insufficient permissions or bad anti-virus. i have no clue whats going on, i turned off all firewalls and anti virus. game loads but not the rage plugin hook way. 

is your game set to "force windowed" and "borderless window" in the RHP settings?

neither

try setting it to that and then try launching. once you get into the RHP settings go to the last tap then open the first drop down menu and the options will be in there
