The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

if I download lspdfr manually there is already rageplugin here and I can start but this is an old version and if I rage plugin and lspdfr separately downlode rage plugin is not starting and in the data files is not the icon and I can synonymous not start

Hello,
You must download and install in this order: LSPDFR and then RPH and ScriptHookV. You must also extract the RPH file from zipped to unzipped, and then move it into your main directory. Then try running the game.
