This sounds like two separate issues, so lets get into the 'standard police car'.  Did you install the car to your very newest patchday?  I believe that would be patchday19.

I said you don't need OpenIV for ELS. 🙂  You need OpenIV when installing vehicles.

Of course!

 

Open OpenIV, now navigate to mods-->update-->x64-->dlcpacks-->patchday19-->dlc-->x64-->levels-->gta 5-->vehicles.

 

If you do not have a mods folder already. let me know and I'll walk you through those steps.

 

Now click "edit mode" in the top right.

 

Drag and drop the vehicle files into the vehicles.rpf.

 

Click "edit mode" again, and you're done.

Now, to make a mods folder, open your GTA directory as you would normally, not via OpenIV.  Create a new folder named "mods" - no quotes.

 

in OpenIV, go to update-->x64-->dlcpacks-->patchday19-->dlc-->x64-->levels-->gta 5-->vehicles.

 

Click "edit mode".

 

You should now see a big red box which warns you that you're not using a mods folder.  One of the options it gives you is to create that path in the mods folder, click that.

 

After, you should notice your directory has changed and you're in the mods folder.  From there, do the steps listed in my previous post. 🙂

Sorry to add on to what may already be a closed issue, but just wanted to add on a question in relation to the above and try to see if I can get some assistance on this issue.

 

I've recently downloaded the Los Santos PD Mega Pack by Toy and BCSO Integrity Pack by Maurice97 to replace the default cars in the game, and did the usual installation steps (i.e using openIV to replace the vehicles in the latest patchday) and replacing the VCF files in the ELS Default folder. 

 

However, when I enter the game, (and im sure many have asked this question before in my time scrolling the forums), the lightbar above my vehicle does not shine at all. This applies to both the Los Santo PD pack and the BCSO pack. I've spent several days trying different solutions such as reinstalling the asi loader and restarting the computer, reinstalling els, reinstalling radianceV, turning graphic settings to high for shaders etc. The packs also do not come with any carvariation data,

 

When I enter the vehicle selection menu when reporting for duty and choose a specific car, say the Charger model made by the BCSO Integrity pack, where it gives you an option to test the sirens/lights, the blue lights on the lightbar come on but they do not flash nor revolve. They simply glow blue and thats it. And when actually starting the game and hitting the lights button, the area around my car seems to flash blue but the lightbar on top of my car just stays colorless.

 

Really appreciate any help or guidance that you can provide, I understand that i must have done something wrong somewhere, but I just cant figure out where or how!
