The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hi, when I try to make an arrest the suspects just run and don't put their hands up. Is there a button I have to press to arrest?

You have to aim your gun at them when they are within a certain distance from you and Hold E? I believe. I play with controller all the time so its Right Directional button for me. 
When you hold E a visual bar pops up in the bottom right corner of your screen. It says "Takedown" and the meter fills up after like 3 seconds. When it fills up the suspect stops running.
