Why do I hear a double beep followed by me losing control of my mouse?

Okay, so I am not completely sure if this is specific to LSPDFR but it happens all the time while I am playing it.

I'll hear a double beep followed by me losing the ability to use my mouse for a second or two. It, so far, has had no major effect on the game. It has occurred during pursuits causing me to ram things once or twice, though.. so it's getting annoying and a bit immersion-shattering.

Has anyone else encountered this problem? How do I fix it?
