I don't see that you have ragenativeui.

Download that and put it inside your main gta folder

Your pc user must have permission to modify the folder. 

 

Are you an admin on your computer? You must give full control to ALL groups.

now i can go on -duty but no plugins load and when i go off-duty i get these pop-ups
