Heavy Vehicle Traffic

Recently my game has heavy vehicle traffic. When I say heavy I mean everywhere. City and counties. Paleto Bay is nearly grid lock at the traffic lights for instance. I haven't made any changes knowingly at least to make this happen so I'm at a loss. I tried lowering the population density in the game settings menu but that didn't seem to do anything. Any ideas on how I might be able to correct this?

Change your game config. That's what you probably did because something like this doesn't happen unless you edit the file.

The lower numbers are lower Ped population and vehicle density.
