Head Lights, Tail lights and Street Lights Too Bright After Update

Hello,

So I updated my game to Rage Plugin Hook - 0.63.1224.15140. When in game, I noticed the vehicles head lights, tail lights and the street lights including stop lights and other lighting are extremely bright. The police lights are the same. It was not like that before when I was running previous versions of Rage Plugin Hook. I haven't changed anything in the visual settings. However, when I did update I was stuck on the loading screen forever. I researched and found that I had to go into OpenIV and click edit and then update the update.rpf files in the mods folder. I did not mess around with any of the settings inside the visualsettings. I've attached screen shots. Can anyone help please?
