1.when I try to open gta v it show me an little black screen (the one from when you sign in at first time playing)

I installed the game yesterday from an long time non playing it the gta is bought form steam.

2.when I launch the game via rage plugin hook it say than I am not signed in but I am

anything related of an antivirus problem or something ?

It could be depending on your anti-virus. However, I think it is because you haven't fully launched into GTA. Before you can launch RPH, you need to load all the way into the game, and play the first mission, the prologue. After that, save and quit, and you should be able to continue playing LSPDFR and launch RPH.
