RageHook Plugin crashing upon startup

Ok so for the past year I have tried and tried again to get lspdfr working but I have yet to prevail. RageHook never actually loads correctly due to who knows what (probably a plugin but idk). Any help would be greatly appreciated.

yes i had scripthook, most of the essential mods, and just tried installing a lapd car pack. new to modding so not sure what im doing tbh but I thought I got it right. OpenIV said it installed the vehicle pack so idk
