Does anyone know of a YouTube video or other instruction about how to create textures?  After I retired from the NYPD I went to work for a small department in the south and would love to create a vehicle series for them, however I could not be any greener when it comes to this.  Thank you!

Lots of videos on YouTube. Once u download a vehicle from lspdfr, make sure it gas a template included. This is the file u r customizing. Then u will upload this into openiv. The best tutorials I have used are from Albo1125,. Modding gta series
