The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Your question is confusing. Did you ask to play on consoles or PC? You can't play on ps4 or xbox, no consoles. 

But you can mod on the PC version of GTA V

Eh, i cant play gta5 on laptop cuz it will lag as hell, and i was just wondering, if i turn on remote play, can i mod gta5? (REMOTE PLAY IS : USE YOUR PS4 ON COMPUTER)

Yes but remote play, your playing whatever is on your ps4 right now. If you have god of war open on your ps4, then you will only see god of war on ur pc......

No. Consoles cannot be modded, and nothing will change that.

Your statement is misleading actually.

Consoles CAN be modded. Just not for lspdfr.

For example, There are tons of modded menus for ps3/ps4/xbox 360. Those consoles have been jail broken. 

Also openiv in their 3.0 update released capabilities to Read gta5 ps4 files. So maybe in the future, we can alter ps4 vehicles since they passed a big milestone which

they thought themselves wouldn't be possible.
