The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I have installed everything now, and i did some missions of the campaign, but if i want to get in the police departments, its not working.

When you are ingame, Press F4 to open the console and type Loadplugin LSPD First Response

You must load the plugins into the game for them to work. You can also make it load automatically in the ragehook settings by holding SHIFT

for a few seconds after you start ragehook
