So I've looked on the internet about this glitch but haven't found anything usefull to me. I only found this texture glitch happening to Police Cars but as you can see in the pictures i included below it happens to normal cars for me.

 

If someone knows how to fix this problem please tell me because i want to play LSPDFR Normally with no glitching cars. D:

Inside \mods\update\x64\dlcpacks Take a screenshot of your files

 

If you have NVR installed, go to GTAV\mods\update\x64\dlcpacks\NVR_emmesive and go to the textures.rpf then delete the files of the vehicles you experience the problem with.
