I'm gonna guess as say that you needed to run gta 5 once before you block online access, but since you already attempted an update it broke it somehow? I'm not entirely sure.

Why do you want to block the update anyway?

I think this is not an update, because every time I start gta v it's downloading 950mb. I played gta v  a lot times, and everytime I launch the game downloading 950mb. I want to block this downloading.

Open the command prompt. Or type CMD on Cortana.
Type the directory of the game. If you’re using the default directory type cd c:\Program Files\Rockstar Games\Grand Theft Auto V
Then, type GTAVLauncher.exe -verify -noChunkedDownload
It will download the update and should fixed your problem.
