Using taillights as lights [ELS issue]

I have a 2016 Charger that I pulled the taillights off of, moved up a hair and re-colored. The problem I'm having is they aren't as bright as the middle taillight. (if you know what I'm talking about)

I'm curious as to if this has something to do with the Vehicle ID's or if it's just not possible?

I have tried changing the Vehicle ID's several times, exporting with a different ID and changing back to 0... Nothing seems to be working.

I supplied two screenshots of the issue. The top one is the light by itself. The bottom one is a comparison.
