The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Did you made a backup, of you files?

If you used a folder, wit the name "Mods"?  If not, you have not you have to download the game again.

Yes I do have a mods folder

If you only installed cars in this folder you can put it anywhere else, and rename it. If you done that, GTA shoud take the original files.

If you installed all your cars in one patchday, such as patchday18, all you need to do is go into patchday18's VCF and delete the car files you added.
