I can replace all my sirens except the primary (wail) and horn. Why?

Like a month ago I installed some Federal Signal siren, and now im sick and tired of hearing it, and I just got the modern siren pack, and it seems like it replaces all my sirens except my wail (the key in ELS) and my horn, and it looks like it's because for whatever reason my GTA V doesn't have a 0x0D329446 in the vehicles.oac(the wail), and so when I add the new siren(which has 0x0D329446), it doesn't do anything because there must be another siren with a different name. 

 

Same with my horn, there isn't a file to replace so I am led to think my GTA has a different name for the primary siren and horn. 

 

How can I fix this?

 

It looks like when I installed the Federal Signal Smart Siren SS2000SM, the vehicles file paired with the vehicles.OAC didn't contain these sirens. But how can I find the siren that is the federal signal smart siren wail and horn??
