Is it possible to run the game and have multiple sirens installed? If I have multiple police departments, can I have a different siren for each department? For example, could I have the stock siren for my police vehicles but then have the CHP siren for my FBI vehicles?

If you're using ELS, no.  ELS's functionality only allows for one siren.

 

If non ELS, yes you can.
