The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I have EUP but I don't know how to install addons to it. 
For example I would like to install Homeland Security Pack which is made for EUP and the installation guide says drag and drop the folders into mods/update/update.rpf/eup
How can I access the update.rpf because I can't just open it like any other folders

I have OpenIV I just don't know how to add a whole folder in it.
