The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Also, you may have to run it as Administrator, To do so, Right click the shortcut and select Properties and then Advanced (at the bottom). On the screen that comes up check Run as Administrator.
