Hello,

ELS was designed to be that way. You need to manually disable/turn off the siren before exiting the vehicle, which is down on the d-pad (controller) and "G" on a keyboard.

As far as I know, there is no setting to have the siren turn off automatically when you exit the vehicle.

Thanks cvpiguy, But I already know that, what I’m trying to say is if I leave it on to to chase after a suspect then go back to turn it off it will not allow me to do that.

Oh, I see. If you're trying to turn the siren off while outside of the vehicle, it should be the G key while you are "up against" the door.

I'm not so sure if it's an ELS feature, or a separate plugin/script. Personally, it doesn't do that for me.
