So everytime I go to pull someone over, of course they always stop in the middle of the highway, so I hit my "horn" to make them move to a better location.

Well.. EVERY time I do this, they just gun it straight, and crash.

I have the essential mods installed, along with Arrest Manager, Traffic Policer.

What am I doing wrong?

Thanks
