I'm not sure where he found the mod that changes the voice, but if you're in a pursuit and press shift, your officer's voice will blare over the PA and use predetermined lines.

I don't know exactly where it is, but you can search for it in GTA V folder-->lspdfr-->police scanner.

kind of a late reply, but finally found out how he changed the voice. Its a plugin called Voice Menu

Thank you for finding that, but there is a good chance it no longer works given that it was built for RPH .39.

You're welcome. I'm on latest RPH and, it didn't crash my game. Thank you for the warning though this will be my first suspect if my game keep crashing in the future.
