The issue seems to be with Police Search.  Temporarily remove it and see what happens.

Go into your main GTA directory, find stealth.common.  If you have it, remove it.

The problem was caused by one of the plugins created by stealth22... which one do you have?

if you do, try to remove them all and see the result.

try to reinstall and use Stealth.common file which comes with the package. If still doesn't work, you may try other similar plugin called: Make Peds calm Again.
