I don't know why this is happening, I've started playing Grand Theft Auto IV a few days again on PC, all I have is the basic 1.1d LCPDFR, Simple native trainer, ELS v8, and a few car mods, this happens when I play alone in a LAN server in multiplayer, someone please help since I want to play with my friends in the future.

This was happening to me and i had an error in my arrest manager installation, do you by chance have that mod and did you install it manually?.
