If it’s steam version of game try verifying game files? That worked for me.

i have many many times but it still wont load

I had to uninstall GTA remove everything from my GTA Folder and reinstall GTA then redownload RPH, LSPDFR etc. but when the game is done make sure it opens before you start adding mods.
