The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I had to uninstall GTA remove everything from my GTA Folder and reinstall GTA then redownload RPH, LSPDFR etc. but when the game is done make sure it opens before you start adding mods.
