The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Then it's an installation error on your end.  I installed the new SHV today, then ELS.  Mine is working flawlessly.

 

Also, JJ, you've been here long enough to know ELS belongs in the GTA V support section.
