I saw a thread somewhere about this but I can't find it again. I'm looking for a sling mod that slings the carbine rifle or shotgun (once put away) to the chest.

I have failed to find a mod that does exactly this either on here or on gta5-mods.

I have spent countless times trying to find a mod like this, they all seem to stick it onto the players back unfortunately, i doubt there is one ! 

I have found that the pickups mod has the capability of doing this but has other unwanted features and requires specialized configuration to do it. I've also thought of being able to do it through a ped model with a slinged rifle and the cop holster plugin.
