AI patrol units lights not flashing

So for whatever reason,  the other patrol cars that the AI uses lights do not flash. They either have this steady burn thing going on or certain parts of the lightbar are just... On. I'm sure it's an els issue but I haven't the slightest clue on how to fix it. 

 

In the pic, my unit is the charger with lights flashing but the unit I've been called out to back up has a steady burn thing going on with all the lights.

Unfortunately, your screenshot doesn't really provide much help.  On the AI units, are all the emergency lights steady burn or only some?

I would have done a video but im unsure how to do that or if it was allowed. So its kind of weird with the units. Some units all of the lights on the front and rear are on a steady burn. Some units none of the lights are on or flashing except the tail lights. Then there are units that have some lights on but they are on a steady burn. For instance the overhead light bar will be halfway light, the rear deck lights may have a light or two on and the tail lights may be on as well.

When you get into the AI's vehicle, what happens?  Do the lights go back to normal?
