OpenIV Mods folder not working properly.

Hey ya'll.

So earlier I was playing LSPDFR and then quite and went back later got in game and I got a notice saying EUP Law & Order wasn't installed. I that's not right because I was just using EUP. I tried spawning a car which should be a modded car but it spawned the default car instead. I checked OpenIV all the cars I had are still there, I reinstalled EUP, I checked for OpenIV.asi and it's there. The siren and weapon mods I have are also in the mods folder and they work fine. It's just EUP and vehicles. I also had a weird issue since EUP wasn't working I tried going on duty from the station, as I was selecting my character when I got to the Federal characters it stopped working and nothing happened. I couldn't switch characters anymore it was just frozen the only thing I could was pause & quite game.
