I downloaded a car pack made by tOy and i followed everything it said but when i get into the game to spawn the vehicle it did not show up and it just spawned the "vanilla" police cars.

Yea i used the mod folder.  

 

I didnt quite get what u mean but all the car in the pack doesnt show up.

Can you please take a screenshot of the OpenIV path you installed the vehicles to?  Include the navigation bar, please.

In OpenIV, go to tools--ASI Manager.  Make sure ASI Loader and OpenIV.asi are installed.

When you double click the modded files in patchday17, do you see the modded cars or vanilla?

What else is in your mods folder?  x64e?  Is there any other patchday higher than 17?

There is no x64e and no other patchday higher than 17.

Go through your other patchdays and replace the default models there as well.

OK i will be sure to do that.

 

there is also a  x64e.rpf on the main screen of openiv but not inside the mods folder.

Okay so i went through all my other patchdays and replaced the default models with the modded cars and i also went to the x63e.rpf vehicles file and replaced everything with the modded cars but only some cars show up but it would just spawn the default car

That is really, really strange.  I've never had problems getting vehicles replaced.  Do any mods from your mods folder work?

Yes it does.

The only thing I can think of is either a user error along the way, or something is still overriding the mods folder.  Everything else sounds like it's set up for vehicles to be replaced and work properly.
