 It could very well be a user error that you're unaware of, but here's my directory.  Note that I have my game fully modded out, a lot of these extra files you don't need.

Not that I can see.  Try removing everything related to Menyoo, see if that's the issue.

It was happening before menyoo and map editor though.

Remove every single LSPDFR plugin in the LSPDFR folder, now load via Rage and force a callout once on duty.  Does it still happen?

That's the problem then.  If you use Y on the keyboard it'll work just fine.

(Note, someone else just posted a thread with this issue and solved it on their own)

At this point, I'm really out of ideas.  I'm almost positive it's some sort of user error, but we could literally spend weeks trying to solve this.  My last advice I can offer  is uninstalling every single mod, LSPDFR, Rage, etc and playing vanilla GTA for a while, then come back and try again.
