Don't know if this will help.but I have my police 2 and sheriff in patchday 3ng I don't use all the latest patchday..

Try spawning in the vehicles using Ragehook, just press "F4" and then type in "spawn police2" or "spawn sheriff."

I have found a solution to this issue.

 

If anyone else is experiencing this problem. Install this and you should be good to go. It worked for me.
