The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I have a problem with my ELS, I activate every stages but the only lights in front my car works and the Takedown.

Could it be a window tint issue?  Open your trainer, go to vehicle mods, and give it full tint, then set to none.

Have you changed the .xml files to match the correct police vehicle?

The OP didn't explain thoroughly, but it appears ELS is working fine except for the light bar, so the XML is being read.
