Freeze on Dev Screen (First Screen)

I have discovered with both EFLC and GTA IV, whenever I add mods such as an NYPD cruiser or modify the game files with an ENB the game crashes on the very first screen. I am now sure how to counter this, I am using Steam as well. I am not even sure what logs to upload. Can someone help? Tell me what to upload

I'm here happy to work with you, hopefully your issue will be resolved soon. 

 

First, please send a screenshot of your current GTA IV game directory, where your GTA IV game installed. 

 

Second,  what ENB you have installed? 

 

Third, how did you installed the  NYPD police car mod? 

 

Basically, I need more detailed information about the game crash.
