The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Everytime I go on duty (and all my addons are up to date) it keeps giving me the prompt that a 3.1 update is available I don't know what else to do. PLEASE HELP ;-;

I also have LSPDFR up to date.

Just a guess but you can probably change something in an .ini file. Something to do with prompt for updates.
