So, I want to install LSPDFR. I am new to modding, so i did some research. I found some mods I wanted (http://www.lcpdfr.com/files/file/10998-peterucallouts-possible-burglary-silent-alarm-response-illegal-radio-broadcasting-racing-in-parking-lot/ ,  http://www.lcpdfr.com/files/file/11930-lspdfr/ ,  http://www.lcpdfr.com/files/file/8303-traffic-policer/ ,  https://www.darkmyre.net/files/file/9-search-warrant/ ,  http://www.lcpdfr.com/files/file/11647-better-ems/ ,  http://www.lcpdfr.com/files/file/11453-lspdfr-computer/ ,  https://www.lcpdfr.com/files/file/9029-street/ , http://www.lcpdfr.com/files/file/9689-assorted-callouts-shoplifting-store-robberies-petrolgas-theft-pacific-bank-heist-hot-pursuit-traffic-stop-backup-required-illegal-immigrants-in-truck-person-with-a-knife-more/ , and http://www.lcpdfr.com/files/file/8107-arrest-manager-grab-peds-more-jail-points-prisoner-transport-more/). I also understand I need Rage Plugin Hook. However, do I need Script Hook V or OpenIV? I don't understand this concept in modding (OpenIV's and ScriptHookV's purpose). As a result, I come here for help. Do the mods I listed have any effect on if I need OpenIV or ScriptHookV? How do I know I need OpenIV or ScriptHookV?

You do need OpenIV.  ScriptHookV is not required, but there are plugins that do need it.  Check the mod pages and/or the readme to see if it has a requirement for SHV.
