Some of my other mod police car take down light is work, but my CHP vehicle from Thehurk take down light is not work. Can someone help me solve it

    It depends on the model itself. Some models have takedowns and some don’t.

    His CHP pack is meant to be 100% accurate to the real life CHP counterpart, and I don't believe they have takedowns on their cars.  Plus, when you're out of the vehicle his lights steady burn.  The takedowns would ruin that.
