I have 60 fps when i play normally, once i go on duty it drops to 30-40 fps, I've determined that traffic policer, arrest manager are making it lag. Does anyone have any fixes?

been having a similar issue where I'm only getting up to like 35 fps when I go on duty now. got a message in game about albos plugins and common all needing updating so I updated all those and still no luck. ive tried turning down my graphics settings as well still nothing. I did notice while updating that when my game failed to load arrest manager I was at almost 60fps again on duty. this is making me think arrest manager is whats causing these fps drops but haven't been able to find a solution.
