Why do you have _mods and mods?  From the screenshot it looks like you have two mods folders.

yes but i deleted the other mods folder so it is _mods folder only

Now load into the game and try pulling over another vehicle.  Maybe the problem was your duplicate mods folder, which I have no idea how that happened.

the vehicles changed i had a lsdfr vehicle but it changed to normal gta 5 police cars but it still didnt work i dont know whats wrong

You can go ahead and remove the  _ from the mods folder.  I'm really baffled right now because literally everything else is working for you, even blipping the vehicles.  Have traffic stops ever worked for you, or no?  I mean, did they previously work?

it worked before maybe i can reinstall lspdfr

What did you install or change prior to when it stopped working?  I really feel like you unintentionally did or installed something that broke it.

i dont think i did anything i can reinstall it and i can tell you if it worked
