The specific crash you're getting, which says LSPDFR took too long to load and was terminated to prevent an infinite loading, usually happens to me the first type I try and forceduty.  Have you tried a second time to do it?  If so, and it still crashes, try temporarily removing all of your LSPDFR plugins.

when it crashes i can't type forceduty anymore . I restart game and type forceduty again but it crashes again. sometimes when i try at the third time it loads, but since yesterday it hasn't been running anymore.

You can't foreceduty anymore because LSPDFR crashed.  You need to reload LSPDFR in the Rage console.  Type "LoadPlugin LSPD First Response.dll"

 

Since LSPDFR is crashing each time you forceduty, I assume one of your LSPDFR plugins is causing the problem.  Remove whatever you most recently added.
