I've been watching some LSPDFR videos and one in particular from 2016 shows the officer(player) having the options to arrest or interact with the driver of the vehicle he just asked to get out of the car. Usually when I ask them out of the car I have to hold E to ask them to stop, and then pray it's not bugged and actually working correctly. How is this guy able to bypass the holding E part when asking someone out of the car? That would make life a lot easier.

They are probably using Plugins that come with interaction menus. Several plugins offer an interactive menu feature. 2 I know of off the top of my head are Arrest Manager and Code 3 callouts. This is in the documentation for Arrest Manager

 

hmmm I don't think it was Scene Management because the menu looked normal, Press E to interact where you could ask for ID, issure penalty, or issue warning, or Hold E to arrest. I think with Scenem management you open up a menu and pick "arrest" and it just puts his hands behind his back, skips the animation, and everything. So I think it was something other than this. And it's not Code 3 Callouts or Arrest Manager because I have those both and when I ask someone to get out of the car, that "Hold E to arrest" option never comes up unless I get lucky and the "hold E to interact" action actually works.
