The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

This is caused by an outdated update.rpf located in your mods folder. If you navigate to the directory in openIV it should prompt you to update it. You can also do this by creating a new mods folder and deleting the old one. Yes this means all your mods will be wiped and you will have to re-install them, unfortunately that is the price we must pay while rockstar continues to update GTA V.
