The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I run GTA V through RAGE plugin, but LSPDFR won't load (See screenshot)

IDK if I set it up wrong, or what's going on.

Go into your RPH settings. There should be something about offline vehicles (or something along those lines). If it is checked, uncheck it. If it isn't checked, check it.

    It works now, but whenever I open the console, the game stops, until I press F4 again. What is causing that now...

     

    Edit 1:

    I forgot to load plugins xD

    Edit 2:

    I went to a police station, to the front doors, where the Icon is, no prompt. I press E, nothing happens :(

    Can you check on the RagePluginHook settings page (hold down Shift while starting RPH) whether Disable DirectX Hook is ticked in Advanced settings?

     

    If this is disabled, I believe the console will not appear (although it does work, you just can't see it, hence your description of the game pausing when F4 is pressed until you press it again — the console is open, but hidden).

    It works fine. I had the DLC despawning thing checked when it shouldn't have been.
