I'm having trouble understanding exactly what the issue is.  The F4 menu doesn't open, right?

 

When you press F4, what happens?  Does the game freeze?

when I press the F4 key nothing happens the game works normal but does not open the menu that was to open

 

is lspdfr in bottom left showing it started properly, ur able to go on duty as well?, are you using a keyboard program?, such as razer synapse, person i helped yesterday had razor key F4 set to another key so windows was not recognizing the key as F4
