When I go to bring a criminal to jail it starts the loading screen for that and the white circle keeps rotating to load and so I have to hard close gta v and re start. Any advice on how to fix this? Is this an arrest manager mod feature? I cant remember which mod allows you to bring the criminals to jail. Perhaps a drag and drop the files and replace them for an re- install?

No mod allows you to do that, it is in LSPDFR nature to allow you to bring criminals to jail. You should try arrest manager by albo. Instead of you taking the criminal to jail someone will come and get it for you. You could also press B on you keyboard and go to code 2 and  request prisoner transport. Hope this helps!
